Flying Rat #195
Go up to the top floor at the base of the Statue of Happiness. The pidgeon is on the north side railings. Shooting it will get you a one-star wanted level. Don't shoot any of the guards or you'll raise your wanted level further, just run back to the pier to lose the one-star wanted level.
Flying Rat #196
Head back to the foundation level of the statue and go to the western corner of the wall. Use your sniper rifle to zoom in on the statue's left hand. The pidgeon is between the thumb and index finger.
Flying Rat #197
Go to the next corner of the wall to the north. Zoom in on the statue's left shoulder. The pidgeon is on the statue's toga knot.
Flying Rat #198
Go to the northern corner of the wall. Zoom in on the statue's forehead. The pidgeon is on the bottom edge of the crown.
Flying Rat #199
This pidgeon is on the statue's right thumb.
Flying Rat #200
This pidgeon is on the top edge of the coffee cup in the statue's right hand.
