After the opening cutscene at Brucie's apartment go to the 'Tw@' internet cafe and click on the 'LoveMeet.com' advert. Select 'Male' then click on French Tom's picture. Now click on 'Date'. It'll take a while before you get a response, so carry on with the next mission.
