Head east from the purchaseable quad bike at the beachside hotel until you reach a beach buggy by a lifeguard lookout post. Get on the buggy to start the side mission. The mission will be one of two types: Swimmers or Bikers. Both are described below. If you get one that's not your preference you can just cancel the mission then get back into the buggy again for the other type.
Swimmers
You must complete 15 levels of rescuing drowning swimmers. At the start of level one take the buggy to the rescue boat, get in the boat and stop close (but not too close) to the swimmer, then perform a 'drive by' style rescue. You'll throw a ring out towards the swimmer and if you stopped at the right distance the swimmer will be able to swim to it. On level 2 you must do this for two swimmers, and from level 3 onwards you must rescue three swimmers in 3-minute time periods.
Bikers
15 rounds of sadistic fun slamming into bikers to knock them off. The rounds get progressively more frustating as the riders get faster and better at turning just as you think you've got them, but in general they ride a straight line from the shoreline to the beachfront. Take care not to overshoot into the water or slam into walls as you try to catch the bike at the end of it's line. If you can catch up quickly enough try to pull alongside the bike then perform the PIT manouvre - turn into the back wheel to spin the bike out. If you can't catch the bike in time before it turns then oversteer in the same direction it starts to turn and catch the back wheel on the turn. If you miss let the bike get some distance before you turn and start again, otherwise you'll find yourself going in circles just trying to get back behind the bike. You're unlikely to be able to get enough speed up to knock the rider off at short distance anyway. Check your map at the beginning of each round to find the nearest biker, you'll save some time by heading to the closest one first.
Once you finish round 15 of either mission type you'll get a Mission Complete notice and informed that you'll no longer get tired whilst swimming. That'll come in handy in some later missions.
