RICARDO DIAZ 2: The Exchange

Diaz is doing an exchange with the DEA, drugs for guns.

Take the van up to the parking lot behind Lance's old hotel residence downtown. When you get there you'll get caught in an ambush by Gonzales' snipers. Take them all out with your own sniper rifle.

Once the exchange has taken place head back to Diaz's mansion, but don't go out of the parking lot the same way you came in and don't go directly south to Starfish Island, because you'll get ambushed by Gonzalez's goons in their cars too quickly. Instead leave the parking lot via the north exit and head east across Prawn Island, then south across the east island via the Malibu Club and back west to Diaz's mansion.
